in france how many horse power boat can i drive without licence?

i have a small zodiac of 3.6 metres with 9,9hp motor and would like to know if i can drive this without licence in france

1. You dont need a licence for small pleasure boats in france nor do they have to be registered. 3.6 metres would be well within that category. Plenty of UK tourists cross the channel every year into french waters with far larger craft, canal boats etc with no paperwork in order to enter the french canal system.
